A former long-serving chairman of Guernsey Finance, Lyndon was appointed as Guernsey’s chief minister for an unprecedented second time in 2023, having previously served in the role between 2008 and 2012.

He is currently the non-executive chairman of several significant organisations in the fiduciary, pensions, private equity, and investment sectors.

In the King's 2025 New Year Honours, Lyndon was awarded an OBE, in part for his contribution to Financial Services.

Tom is the Chief Executive of Enhance Group overseeing our multi-jurisdictional Monitoring and Consultancy solutions from our Jersey headquarters. Prior to relocating to Jersey, Tom was Managing Director of Enhance in London, establishing our Consultancy practice with Dr Ruzhen Li and continues to actively advise a small number of families and institutional investment clients.

Having originally trained as a Stockbroker at Charles Stanley Plc in London, in 2009 Tom joined Seven Investment Management (7IM). At 7IM, Tom managed a portfolio of private clients working closely with a broad range of professional advisers in both the UK and offshore jurisdictions. In 2013 Tom became a Partner and helped to establish 7IM’s Private Client Team, providing multi-asset investment strategies, securitised lending and cash management to wealthy families and their associated structures. Tom graduated with honours in Law from The University of Sheffield and is a Chartered Fellow of the Chartered Institute for Securities & Investment (CISI).

Justin Simpson is Chief Operating Officer of Enhance Group, a Jersey-based fintech business building modern infrastructure for investment governance. He leads operations, product development and delivery of Enhance's Connect platform, which helps trust and corporate service providers meet their investment oversight obligations at scale.

With over two decades in financial services — and a Chartered Fellowship from the Chartered Institute for Securities & Investment — Justin brings both technical depth and practical experience to the problem of making investment data work harder for the people responsible for it.

As the Group Finance Director, Fergus is responsible for the effective financial management and reporting of Enhance Group, ensuring the final checks and balances keep Enhance firmly on the path to success. Fergus actively contributes towards the financial planning and strategic growth of the organisation and plays an essential role in determining future focus. Fergus brings over 15 years of proven experience to Enhance having worked for other prestigious organisations within Audit and Business Advisory Services, Banking, Container Leasing and Asset Management. 

Fergus started his career as a trainee accountant with PricewaterhouseCoopers in Jersey. Following a move to London, he joined Merrill Lynch Investment Bank as a Corporate Controller. His role transferred to Merrill Lynch Asset Management just before the firm’s acquisition by BlackRock, where he joined the Business Finance team as a Business Partner supporting the firm's Global Retail Business. Within this, he gained a wealth of knowledge of onshore and cross-border Retail fund ranges. Before joining Enhance, Fergus was the Finance Director for a global intermodal container leasing and finance company. These roles within well-regarded financial service companies have given Fergus the practical experience to lead his team with an easy-going confidence. Fergus is a Fellow of the Association of Chartered Certified Accountants. 

Dr Li is a native Mandarin speaker and has an in-depth understanding of the culture and a strong business network in China due to her long-standing entrepreneurial interests.

Dr Li enjoys career and life coaching in her spare time, she has been the visiting lecturer for MSc students from Brunel University since 2014. Travelling is her passion, she has visited over 60 countries and regions and is on a steady path to achieve her goal to cover all the UN-recognised countries in her lifetime. She also generally likes to keep physically active although has recently settled with Pilate following multiple sport injuries.
